The conference titled “A World Order Under Threat,” held from November 25-26, 2024, was a collaborative effort by the Boris Mints Institute (BMI) at Tel Aviv University and the University of Donja Gorica (UDG). The event addressed critical global issues, including political, economic, and institutional challenges. With a focus on fostering innovative strategies and collaborations, the conference gathered leading experts from around the world to share insights and explore solutions. 
The highlight of the opening day was the prestigious BMI Prize Ceremony, honoring Prof. Beatriz Magaloni, the Graham H. Stuart Professor of International Relations and a Senior Fellow at Stanford University’s Freeman Spogli Institute for International Studies. The BMI Prize, a hallmark of the institute’s commitment to addressing global challenges, recognized Prof. Magaloni for her groundbreaking work on governance and her studies on the dynamics of authoritarianism and the erosion of democratic institutions. During her keynote, titled “Rise of Authoritarianism,” Prof. Magaloni provided a compelling analysis of the growing threats posed by authoritarian regimes and their implications for global political stability. She delved into the structural conditions that enable authoritarianism to thrive, emphasizing the need for robust international mechanisms to counteract these trends. The ceremony was introduced by leadership of BMI, TAU and UDG.
 On the second day, Hon. Vaclav Klaus, Second President of the Czech Republic gave his keynote talk about A World Order Under Threat. The talk focused on inefficiencies and inaccuracies that national and international institutions oftentimes make and how this is straining the global system, reducing cooperation and increasing risks of catastrophes.
Furthermore three panels summoning the World’s leading experts were held on:
1) A panel on globalization, moderated by Amb. Prof. Itamar Rabinovich, this panel explored the successes and failures of globalization in fostering economic interdependence, alleviating poverty, and addressing migration challenges. The discussion focused on reshaping global supply chains and enhancing economic resilience.
 2) A session on strategies of war and peace addressed the rise of regional conflicts in an era once thought free of major wars. Moderated by Prof. Itai Sened, the panel examined the complexities of modern warfare, the fragility of peace accords, and the role of international cooperation.
 3) Crises in Internal Institutional Orders: Cyber, Economics, and Governance The final panel focused on the vulnerabilities within national institutions, particularly in the domains of cybersecurity, economic systems, and governance. Moderated by Ivan Jovetic of UDG, the discussion provided practical insights into institutional reforms and resilience-building.
 Collaboration Between BMI and UDG The conference underscored the strategic partnership between BMI and UDG, which aims to strengthen academic and institutional exchanges. We at BMI thank our partners at UDG for their hospitality and look forward to continue cooperating with them.

The 2024 BMI Prize Laureate is Prof. Beatriz Magaloni, Graham H. Stuart Professor of International Relations and Senior Fellow at the Freeman Spogli Institute, Stanford University.

 

The prize is awarded to Prof. Magaloni for her contribution to the field of the study of authoritarianism and its return as a global challenge. In her research, she explains why autocratic regimes hold multi-party elections. Her work provides a broad comparative framework and is now considered a “classic” in the field. Assigned in most undergraduate and graduate-level seminars on comparative politics, the themes and theories developed in her work set the agenda for conceptualizing multi-party autocracies, which have become the most common form of dictatorship worldwide. Her body of work also provides an understanding of the most insidious threats to democracy in the contemporary period, which do not come from military coups but from civilian leaders ascending to power through elections.

 Prof. Magaloni’s work on autocracies constitutes a key pillar for how subsequent scholars have come to understand and study multi-party autocracies, the role of elections in these systems, what shapes mass support and voting behavior in autocracies, the factors that explain why do autocratic rulers survive or die, when they democratize the electoral institutions and the conditions under which they might cede power to their opponents. Her work has appeared in the American Political Science Review, American Journal of Political Science, World Development, Comparative Political Studies, Annual Review of Political Science, Latin American Research Review, Journal of Theoretical Politics and other renowned journals.

Dr. Levy is an economist who studies the impact of social media, news consumption, and political outcomes. In the research for which he received the grant, Levy studies the slant of news (its political leading). Previous studies have measured the slant of news outlets (for example, the New York Times site versus Fox News). However, today individuals no longer consume news from one or two outlets but are exposed to many articles from various sources through social media. Levy and his research partners will fine-tune a large language model to estimate the slant of millions of articles and use this data to estimate the extent to which people are exposed to and consume like-minded news. The research will examine whether people reside in online echo chambers and also study what influences those echo chambers: the consumers’ choice to avoid content they disagree with, social media algorithms, or the tendency of outlets to produce more biased content.

BMI’s 9th Annual Conference Regimes, Human Development and Sustainability

The Boris Mints Institute (BMI) held its 9th Annual Conference on “Regimes, Human Development and Sustainability” at Tel-Aviv University on May 29th and 30th, 2024. The event brought together scholars and experts to discuss various topics related to political regimes, human development, and sustainability. The conference commenced with opening remarks from Dr. Boris Mints, the founder and president of BMI, and Prof. Itai Sened, Dean of the Gershon H. Gordon Faculty of Social Sciences and Head of BMI. 

The keynote address, titled “Civilizational Development: Foreseeing the Future through the Past,” was delivered by Mr. Mikheil Abramishvili, the Director of the Tbilisi Archaeological Museum at the Georgian National Museum. Abramishvili’s address focused on how historical patterns of civilizational development can provide insights into future societal trends from the archeological perspective. A key panel discussion on the Return of the Authoritarianism explored the resurgence of authoritarian regimes globally and the implications for international relations and democracy. The second day of the conference began with the Human Development Lab Student Presentations, which highlighted cutting-edge research on human development issues, demonstrating the breadth and depth of student engagement in these critical areas. Another significant session was on “Welfare, Inequality, and Democracy, delving into the intersections between social welfare policies, economic inequality, and democratic governance, providing a nuanced analysis of contemporary challenges and potential solutions. The Energy & Climate Lab’s presentations focused on innovative research addressing the pressing issues of energy sustainability and climate change. Overall, the 9th Annual Conference of BMI successfully fostered a rich exchange of ideas and highlighted significant research contributions from both established scholars and emerging researchers

Optimization of the electricity grid: long-term planning for 2030-2050

The study aims to provide an economic model for optimizing the future power grid by solving a linear programming optimization problem. Linear programming is a common method for solving optimization problems for practical and multidimensional design problems. This method is used for determining the optimal electricity network structure, which is required to supply the future electricity demand of the Israeli electricity sector at minimal cost (minimum investment of resources). The objective function includes various constraints, such as meeting the government’s national targets for a desired mix of renewable energies, ensuring the reliability of the electricity network, and stabilizing the fluctuations in the amounts fed into the grid. Feasible solutions satisfy all the constraints. The model proposed in this study assumes a competitive electricity economy in which electricity production is determined according to the two-stage model of Milstein and Tishler. To date, Eyal began the introduction to the literature review of the traditional structure of electricity markets and the trend of the transition of future electricity markets to zero-carbon electricity markets. Specifically, it focuses on the structure and costs of the transmission and distribution network. He has also participated at the 80th Midwest Political Science Association Conference in Chicago, USA, and in the Araba Region at the 51st Annual Conference for Science and Environment. Additionally, Drivers of Urban Sustainability Development in Israeli Cities was published in the ecological journal Ecology and Environment, 14(1).

On the Economic Feasibility of Using Nuclear Energy to Produce Electricity in Israel

Over the course of the research fellowship, Lior has been actively engaged in the establishment of The Israel Futuristic Electricity System Research Lab, collaborating closely with esteemed PhD candidates and industry professionals who specialize in electricity policy. This exciting initiative includes the invaluable contributions of renowned academics, such as Professor Itai Sened, Professor Asher Tishler, Professor Vered Blass, and Dr. Irena Milstein. Within this dynamic forum, Lior had the privilege of presenting my work on two occasions. During the first presentation, he shared insights from a report he published as a chapter in the Bank of Israel’s annual report. This report focused on environmental and energy policy in Israel, particularly in relation to the nation’s determined contribution to the IPCC. The presentation highlighted the critical aspects of environmental considerations in shaping Israel’s energy policies. The second presentation provided an overview of his ongoing PhD thesis, which is centered on investigating the economic feasibility of introducing nuclear energy for electricity production in Israel. This comprehensive thesis is developed in close collaboration with his supervisors, and its outline is meticulously structured. The study commences with an introduction that sets the context and significance of examining nuclear energy implementation. The subsequent literature review explores energy markets and electricity markets, encompassing various elements like production, transmission, distribution, supply, and the role of Independent System Operators (ISOs). Competitive and centralized models in electricity markets are also scrutinized, with a specific focus on Israel’s unique electricity market.  Another essential aspect of the thesis explores the technical, safety, economic, and environmental facets of nuclear energy in electricity production. Throughout this section, Lior delves into models of optimal capacity mix, considering the interplay between nuclear technology, natural gas, photovoltaic cells, and storage solutions. As the report concludes, he reflects on the significant progress made during the past year, which includes formulating the thesis outline, advancing the literature review, and completing relevant courses. Additionally, his active participation in The Israel Futuristic Electricity System Research Lab has been instrumental in shaping his research journey. The upcoming phases entail finalizing the literature review, conducting empirical analysis, and preparing the crucial results and conclusions section of the thesis.

A feasibility study & building a model for managing storage and a virtual power station using electric vehicles in long-term parking lots at airports

After a comprehensive study in which articles and previous studies were reviewed about virtual power plants and the correlation between the load profile of an institution and the storage volume of a fleet of electric vehicles, it was found that such a study does not exist and it is possible that the establishment of a network of chargers for long-term parking lots may exist only in a model of sharing and diverting loads to the network. A literature review was performed about the previous studies, and the engineering challenges involved in building such a model were studied. It was decided that Ben Gurion Airport would be a case study for implementing the model, and contact was made with the airport managers to coordinate cooperation and receive energy consumption data. During the second semester, a mathematical model was built in which the objective function was to minimize energy consumption, but in a mid-term meeting, it was determined that it would be better to build a model that would maximize the economic profit and also minimize the energy losses.

Heavy Metal Contamination in Developing Countries & Affordable Self-maintaining Ultrafiltration Home Water Treatment

Over the winter of 2022, Eitan conducted research at IIT Madras in Tamil Nadu, working in the research groups of Professor Kumar and Professor Pradeep. The bulk of the research conducted in Tamil Nadu was the thorough assessment of the environment surrounding the Hindustan Unilever thermometer factory site in Kodaikanal. This factory was found in 2001 to have been – for 18 years – dumping large amounts of mercury-contaminated material into the adjacent forest, selling mercury-contaminated scrap without disclosure, and storing said scrap on its own property to ensure it leaked to poison the surrounding environment. A 3D map of the sampling sites assessed is provided in Figure 1. Eitan proposes a new and highly critical policy perspective on this topic, ‘The Right to Remediation,’ for both the environment and its residents. This policy perspective will be supported by insights from ecological chemistry and environmental engineering and will be applied to the intersection of national and supranational policy that dictates the regulatory framework in which mercury continues to poison our world. Furthermore, Eitan worked on three other projects during the year: Development of Novel Recyclable Platform for the Removal of Mercury from Water combining nano, meso, and macroporous materials to generate high performance, high throughput, mercury selective reactive medium; the platform Eitan developed for mercury could be adapted for lithium, and applied to the brine produced by existing desalination processes, where the concentration is up to three times higher; and Affordable Self-maintaining Ultrafiltration Home Water Treatment, for which Eitan developed an entirely mechanical solution to this problem in the form of a device that requires no electronic components, and thus can be manufactured at very low cost.
