BMI Conference: A World Order Under Threat

The conference titled “A World Order Under Threat,” held from November 25-26, 2024, was a collaborative effort by the Boris Mints Institute (BMI) at Tel Aviv University and the University of Donja Gorica (UDG). The event addressed critical global issues, including political, economic, and institutional challenges. With a focus on fostering innovative strategies and collaborations, the conference gathered leading experts from around the world to share insights and explore solutions. 
The highlight of the opening day was the prestigious BMI Prize Ceremony, honoring Prof. Beatriz Magaloni, the Graham H. Stuart Professor of International Relations and a Senior Fellow at Stanford University’s Freeman Spogli Institute for International Studies. The BMI Prize, a hallmark of the institute’s commitment to addressing global challenges, recognized Prof. Magaloni for her groundbreaking work on governance and her studies on the dynamics of authoritarianism and the erosion of democratic institutions. During her keynote, titled “Rise of Authoritarianism,” Prof. Magaloni provided a compelling analysis of the growing threats posed by authoritarian regimes and their implications for global political stability. She delved into the structural conditions that enable authoritarianism to thrive, emphasizing the need for robust international mechanisms to counteract these trends. The ceremony was introduced by leadership of BMI, TAU and UDG.
 On the second day, Hon. Vaclav Klaus, Second President of the Czech Republic gave his keynote talk about A World Order Under Threat. The talk focused on inefficiencies and inaccuracies that national and international institutions oftentimes make and how this is straining the global system, reducing cooperation and increasing risks of catastrophes.
Furthermore three panels summoning the World’s leading experts were held on:
1) A panel on globalization, moderated by Amb. Prof. Itamar Rabinovich, this panel explored the successes and failures of globalization in fostering economic interdependence, alleviating poverty, and addressing migration challenges. The discussion focused on reshaping global supply chains and enhancing economic resilience.
 2) A session on strategies of war and peace addressed the rise of regional conflicts in an era once thought free of major wars. Moderated by Prof. Itai Sened, the panel examined the complexities of modern warfare, the fragility of peace accords, and the role of international cooperation.
 3) Crises in Internal Institutional Orders: Cyber, Economics, and Governance The final panel focused on the vulnerabilities within national institutions, particularly in the domains of cybersecurity, economic systems, and governance. Moderated by Ivan Jovetic of UDG, the discussion provided practical insights into institutional reforms and resilience-building.
 Collaboration Between BMI and UDG The conference underscored the strategic partnership between BMI and UDG, which aims to strengthen academic and institutional exchanges. We at BMI thank our partners at UDG for their hospitality and look forward to continue cooperating with them.

The 2024 BMI Prize Laureate is Prof. Beatriz Magaloni, Graham H. Stuart Professor of International Relations and Senior Fellow at the Freeman Spogli Institute, Stanford University.

 

The prize is awarded to Prof. Magaloni for her contribution to the field of the study of authoritarianism and its return as a global challenge. In her research, she explains why autocratic regimes hold multi-party elections. Her work provides a broad comparative framework and is now considered a “classic” in the field. Assigned in most undergraduate and graduate-level seminars on comparative politics, the themes and theories developed in her work set the agenda for conceptualizing multi-party autocracies, which have become the most common form of dictatorship worldwide. Her body of work also provides an understanding of the most insidious threats to democracy in the contemporary period, which do not come from military coups but from civilian leaders ascending to power through elections.

 Prof. Magaloni’s work on autocracies constitutes a key pillar for how subsequent scholars have come to understand and study multi-party autocracies, the role of elections in these systems, what shapes mass support and voting behavior in autocracies, the factors that explain why do autocratic rulers survive or die, when they democratize the electoral institutions and the conditions under which they might cede power to their opponents. Her work has appeared in the American Political Science Review, American Journal of Political Science, World Development, Comparative Political Studies, Annual Review of Political Science, Latin American Research Review, Journal of Theoretical Politics and other renowned journals.

The Boris Mints Institute (BMI) held its 9th Annual Conference on “Regimes, Human Development and Sustainability” at Tel-Aviv University on May 29th and 30th, 2024. The event brought together scholars and experts to discuss various topics related to political regimes, human development, and sustainability. The conference commenced with opening remarks from Dr. Boris Mints, the founder and president of BMI, and Prof. Itai Sened, Dean of the Gershon H. Gordon Faculty of Social Sciences and Head of BMI. 

The keynote address, titled “Civilizational Development: Foreseeing the Future through the Past,” was delivered by Mr. Mikheil Abramishvili, the Director of the Tbilisi Archaeological Museum at the Georgian National Museum. Abramishvili’s address focused on how historical patterns of civilizational development can provide insights into future societal trends from the archeological perspective. A key panel discussion on the Return of the Authoritarianism explored the resurgence of authoritarian regimes globally and the implications for international relations and democracy. The second day of the conference began with the Human Development Lab Student Presentations, which highlighted cutting-edge research on human development issues, demonstrating the breadth and depth of student engagement in these critical areas. Another significant session was on “Welfare, Inequality, and Democracy, delving into the intersections between social welfare policies, economic inequality, and democratic governance, providing a nuanced analysis of contemporary challenges and potential solutions. The Energy & Climate Lab’s presentations focused on innovative research addressing the pressing issues of energy sustainability and climate change. Overall, the 9th Annual Conference of BMI successfully fostered a rich exchange of ideas and highlighted significant research contributions from both established scholars and emerging researchers

BMI’s 8th Annual Research Conference will be held at Tel-Aviv University on May 17th, 2023

After recovering from the COVID-19 pandemic, the world plunged into one of its darkest moments in modern history, unveiling fundamental challenges within our society’s political, economic, and social tissues. Moreover, the recent war in Ukraine has contributed to the instability of global systems since it has demonstrated multiple faults with the existing systems of governance, both at the national and international levels.

Annual conferences of BMI address the most urgent issues on a global scale, discussing and offering strategies for feasible policy solutions.

 In this year’s Conference, we will focus on the instability of institutions, the rise of the left wing in Europe, and the impact of European sanctions on Russia on the conflict in Ukraine. The 2022 BMI Prize has been awarded to Prof. Axelrod for his outstanding contribution to conflict resolution in its broader sense

The 2022 BMI Prize Laureate is Prof. Robert M. Axelrod, Distinguished University Professor of Political Science and Public Policy, Emeritus, at the Gerald R. Ford School of Public Policy, University of Michigan.

The prize is awarded to Prof. Robert Axelrod for his contribution to the field of conflict resolution in its broader sense, focusing on his ground-breaking work in applying game theory to conflict resolution.

In his research, which employed the Prisoner’s Dilemma, Axelrod discovered that cooperative choices and beneficial behaviors, with punishments in place for those that do not adhere to such, are the best way to manage conflicts. He has applied his academic findings to modern conflicts, working with the United Nations Peacekeeping Forces in the former Yugoslavia and sitting down with professionals from all sides.

 Axelrod has also shared his ideas with Prime Minister Netanyahu of Israel and published his research in Science and Harvard’s Negotiation Journal. The value of Prof. Axelrod’s research and policy engagement on conflict resolution has previously been recognized by the National Academy of Sciences (USA), with their award for Contributions of Behavioural and Social Science to the Prevention of Nuclear War, and by President Obama from whom Axelrod received the National Medal of Science.

 

Robert Axelrod, Professor Emeritus at the University of Michigan, remarked:I am truly honoured to have been selected as 2022 Prize Laureate of the Boris Mints Institute Prize. The conflicts we witness around the world seem endless. However, as my research has shown, when two sides expect to interact for a long time, cooperation based on reciprocity can emerge and be sustained.”

A New World Order: Concluding the Conference

After recovering from the COVID-19 pandemic, the world plunged into one of its darkest moments in modern history unveiling some fundamental challenges within the political, economic, and social issues of our society. Russia’s war in Ukraine has demonstrated multiple faults in the existing systems of governance, at both the national and international levels.

“A New World Order”, the Sciences Po – Tel Aviv University conference explored facets of this frightening reality to see if strategic responses to these global challenges could be developed. Ignoring such challenges would lead to catastrophic consequences for humanity. Developing new institutional solutions and the reorganization of existing ones is vital towards creating a common global eco system for humanity for the future.
There was a focus on four topics, the cornerstones for the conference. The first two focused on the heart of the problem, while the others explored where answers may come from. Two hot beds of conflict are the wars in Ukraine and in the Middle East. The conference summoned the best minds in the world to look at these and rethink whether light can be found, in the middle of these dark and long-lasting conflicts. The other two panels investigated what may change things. There too, the conference brought together the most renowned experts to explore the options. The first of these panels focused on political and economic institutions: to what extent the existing institutions are really failing us, how, why, and what could we propose as optional remedies.

The last panel focused on digital governance and cyber governance. In the future, institutions will be mostly digital or, at very least, will rely heavily on digital mechanisms to govern. The most obvious example with which one has accumulated a significant amount of experience and knowledge is the cyber world, an arena that is mostly governed by digital structures of governance. The conference summoned the top global experts on cyber governance to highlight what their experience of the structure of the cyber world tells us about Artificial Intelligence and other mechanisms of digital governance, the challenges they face and the extent to which they can solve any of the generic problems that characterize our traditional forms of governance.

At the conference, Robert Axelrod, Professor Emeritus of Political Science and Public Policy at the University of Michigan, renowned for his ground-breaking work in applying game theory to conflict resolution, was awarded the prestigious 2022 Boris Mints Institute Prize.

The Sciences Po – Tel Aviv University conference aims to explore facets of this frightening reality to see if we can come up with some strategic responses to these global challenges. Ignoring such challenges would lead to catastrophic consequences for humanity as such. Developing new institutional solutions and reorganization of existing ones is vital towards creating a common global eco system for humanity for the future.

We focus on four topics as cornerstones for the conference.  The first two focus on the heart of the problem while the two others explore where answers might be coming from. Two hot beds of conflict are the war in Ukraine and in the Middle East.   We propose to summon the best minds in the world to look at these two conflicts and rethink whether there is any chance of finding some light in the middle of these dark and long-lasting conflicts. The other two panels will look into what may change things around.  There too, we bring together the most renowned experts to explore the options. The first panel will focus on political and economic institutions: to what extent the existing institutions are really failing us, how, why and what could we propose as optional remedies.

The last panel focuses on digital governance in general and cyber governance, in particular. We believe that future institutions will be mostly digital or, at very least, rely heavily on digital mechanisms to govern. The most obvious example with which we have accumulated a significant amount of experience and knowledge is the cyber world, an arena that is mostly governed by digital structures of governance. We summon the top global experts on cyber governance to enlighten us as to what their experience in structuring the cyber world tells us about artificial intelligence and other mechanisms of digital governance.  The challenges they face and the extent to which they can solve any of the generic problems that characterize our traditional forms of governance.

Founded six years ago to develop public policy solutions to global challenges, the Boris Mints Institute has recruited multiple leading research teams and formed an extensive number of collaborations with leading international partners. Dr. Boris Mints himself has demonstrated a remarkable pioneering and forward-looking approach to academic research; although he emphasizes innovative research, he selects the research that has a real-world impact on the largest number of people. Every year, the prize is awarded to an outstanding researcher whose academic work and public action have significantly impacted contemporary global challenges. This year is no exception as the prize is presented to Dr. John N. Nkengasong for his successful and outstanding efforts to combat the pandemic in Africa.

John N. Nkengasong has made significant and extraordinary contributions to the management of the Covid-19 pandemic; his influence on global policy is undeniable. His combination of a solid academic background and management capabilities helped him stand out from the crowd. Immediately after the first cases of covid, two articles were published by Dr. Nkengasong on the dangers and strategy of the pandemic. Parallel, He led the African Union and African Centre for Disease Control, with incredible efforts to speed up the vaccine rollout and increase well-trained professionals. A unanimous decision was made to award the prize to Dr. Nkengasong because his work has saved thousands of lives in Africa.

“Good afternoon, ladies and gentlemen!
It is my pleasure to welcome you to the fifth annual BMI Prize ceremony. Today, like last year, we are doing the ceremony online; however, I hope that next year with the effort put forth by Public Health professionals, we will be able to conduct this in person. I would like to thank Prof. Itai Sened, Head of BMI, and the Institute’s incredible team for putting together this event. Furthermore, I want to extend my gratitude to the 2021 Prize Committee Members – Prof. Sylvia Koton, Prof. Joseph Coresh, and Prof. Sabina Alkire, BMI 2020 Prize Laureate, as well as all those who have submitted their applications for the award. With that in mind, I would like to congratulate The 2021 BMI Prize laureate, Dr. John N. Nkengasong, Director of the Africa Centers for Disease Control and Prevention. The prize is awarded to Dr. Nkengasong for his substantial efforts in the management of the pandemic; his public action focused on practical and applicable solutions to this immense challenge and his impact on global policy. Dr. Nkengasong’s academic research focused on HIV and its characteristics in Africa and COVID-19 in Africa. He has published over 250 peer-reviewed articles and received many international awards and recognitions for his outstanding work. At the outbreak of the Covid-19 pandemic, Dr. Nkengasong had convened an emergency meeting of all 55 Ministers of Health of the African Union to discuss and adopt a Joint Continental Strategy for COVID-19 Outbreak, which emphasized the need for the states across the continent to cooperate, collaborate, coordinate and communicate for an effective response to COVID-19 across Africa. He led the African Union and the Africa Centers for Disease Control and Prevention to launch the Partnership to Accelerate COVID-19 Testing, which has increased testing across Africa to more than 90 million test kits. He also led the organization to establish the Africa Pathogen Genomics Initiative and, in partnership with the World Health Organization’s Regional Office for Africa, he established a network for SARS-CoV-2 genomic surveillance to learn which variants circulate in Africa. He is extremely active in the efforts to accelerate access to vaccines around the continent. Dr. Nkengasong holds a long-term vision for a “New Public Health Order for Africa,” which he has laid out at the founding of Africa’s Centers for Disease Control and Prevention. I am convinced that Dr. Nkengasong’s leadership and commitment have substantially helped save many lives in Africa during the COVID-19 pandemic and assisted international efforts to control the pandemic. I would like to express my gratitude to Dr. Nkengasong for his invaluable achievements and congratulate him on extending the line of outstanding academics who have received the BMI Prize. By receiving the 2021 BMI Prize, Dr. John N. Nkengasong just became part of the global BMI family, alongside other remarkable leaders who have been awarded the Prize, which all have been bringing very fruitful collaborations with the Institute. BMI has been active in Africa since its creation and awarded the prize to Dr. Nkengasong with a possibility of a future collaboration is a crucial step towards extending that furtherת this is an excellent opportunity to do work in Africa a lot more.

It is an honor and pleasure to accept the prize. It empowers the ability to stay up and fight the pandemic and other epidemics that Africa is facing. The pace of disease spread worldwide has been rising, and the Covid pandemic has broken all previous ‘records.’ The African Union Centre for Disease Control response meeting of 22.02.2020 – remained a guiding principle to fight the pandemic. Currently, 8.4 million cases have been reported in Africa officially; however, the real numbers are higher. Since the beginning of the pandemic, 215,000 people have lost their lives due to the pandemic. Africa has gone through three waves of the pandemic, with the third being the most devastating, which speaks to the brutality of the virus. The continent is flattening the curve of the third wave; however, some started to experience the fourth wave. Each new wave exponentially increases the brutality and the severity of the pandemic both from the public health and economic standpoints. The driving force behind the waves is the more contagious variants such as Delta. Fifty-two countries have supported sequencing initiatives of the CDC. 244 Covid genomes have been sequenced in Africa, and in the past half-year, the sequencing number has multiplied 10x. As of September 2021, most infections are driven by the Delta variant, so vaccinations are crucial. There is a need for a collaborative effort in intensifying public health and social measures against covid.
Regarding Covid-19 testing, there was no diagnostic capability in January 2020, but by August 2020, all African states possessed diagnostic capabilities, the strength of which has been increasing ever since. Africa needed to be let into the market for Covid-19 diagnostics, and the situation has been improving very much. The number of cases has been declining, while the testing efforts have been on the rise, including PCR, antigen, and swab tests. While the testing is increasing, there is a need for decentralization, strengthening the RT-PCR testing across the continent.
The African Union’s target for vaccinating the continent has been 60%, which requires 1.6 billion doses. As of right now, there is a 3% access gap, however, programs such as COVAX and AVATT have secured vaccines for 57% of the total population. 27 countries have received vaccines so far. However, the problem is not about vaccine hesitancy – the problem is the access to vaccines and their distribution. With the 206 million doses supplied, 166 million doses have been administered, equating to 80%, with the 20% remaining being a distribution problem. As of right now, 7.5% of the total population has been fully vaccinated. As a continent, Africa is facing inequality, being very behind the 60% goal. History must not repeat itself, which means that there needs to be global solidarity and cooperation. ‘Vaccine Nationalism’ that occurred in 2009 during the flu pandemic still exists nowadays, posing a significant challenge to countries at a disadvantage. Africa needs its vaccine production capabilities, having imported 99% of the vaccines. Africa CDC has launched the Partnership for African Vaccine Manufacturing (PAVM). By 2040 the CDC hopes to manufacture 60% of the vaccines compared to 1% right now. There should be regional hubs in all parts of Africa to complete R&D and manufacturing so that no country is left behind. The 4th wave is here, and we should anticipate more countries to experience it. There is an urgent need to re-imagine Africa’s public health system, as diseases have been causing 227M years of healthy life lost per year on the continent. Every 10 years, Africa needs to deal with a new disease, showing a need for a new public health order.
